HSA has
amassed substantial construction-based knowledge on a variety of projects offering both
engineering and construction materials testing services. Our firm promotes technically
advanced engineering approaches, but remains cognizant of fundamental techniques that
ensure delivery of value-oriented solutions. Our project management reflects the personal
and professional responsibility of a company where principals retain active involvement in
project assignments. Quality control centers on rigorous peer review that assures our
clients a positive return on their engineering investment. Our services include sinkhole
and settlement evaluation, foundation suitability, water resources management, planning
and engineering, data management, and construction materials testing and inspection.
There is a certain commonality among successful companieseach "maintains" a reputation for service. When contracting for engineering services, many of our clients seek technology, and it is this exploitation of knowledge that we deliver. We have learned that in the end, the key to a strong company wont be who controls existing technologyrather it will be who identifies the new technology that will replace it. To this end, we rely on our capacity to acquire, generate, distribute and apply knowledge strategically and operationally. Several of our professionals have held (or currently hold) university appointments teaching courses in chemical, civil and environmental engineering and hydrogeology. Members of our staff currently hold patents on investigative and remedial toolsan indication of our continued dedication to innovation. When combined, our commitment to academic excellence and practical application have assured success without overcomplicating the task.
| The importance of the technology industry to our business community cannot be understated. We salute you for your vision and your commitment to making the Tampa Bay area a stronger community. |

One of the underpinnings of HSAs reputation is our ability to negotiate satisfactory remedial actions with regulatory agencies. This allows our clients to make decisions efficiently and effectively regarding a projects technical direction, expenditures and compliance status. Regulatory rapport remains an important consideration when selecting engineering consultants. HSA has gained the sustained respect and confidence of many senior state and federal regulators who oversee enforcement of environmental statutes.
HSA personnel have been involved in both the rules-making and standards-writing processes. As a member of the American Society for Testing and Materials (ASTM), we actively participated in forming the guidelines that have become the E 1527 and 1528 environmental site assessment standards. HSA also assisted in drafting both the Florida and South Carolina Dry Cleaning Solvent Restoration Bills. Currently, HSA serves as the State of Floridas lead engineering contractor to provide assessment and remediation services at sites affected by the release of chlorinated solvents.
Peer-group credibility is an important aspect to the maintenance of a reputation for excellence. We routinely contribute technical articles to the Florida Specifier Industry Publication, as well as periodically appearing in a number of national (and peer-reviewed) professional journals. These journals are widely read by regulators and industry professionals. Remaining at the forefront of public debate and information dissemination enhances our effectiveness as negotiators. To HSAs credit, a number of our staff members are also former regulators. Since leaving their positions, they have maintained an excellent relationship with agency personnel. This enables us to communicate information effectively during Agency negotiations.
