Environmental Site Assessments are performed to identify recognized environmental conditions or RECs. The term REC means the
presence, or likely presence, of any hazardous substances or petroleum products on a
property under conditions that
indicate an existing release, a past release or a material threat of a release into the structures or into the soil, groundwater or surface water of the property.
As founding members of the ASTM committee that drafted the Standards, our scientists have, over the years, amassed a tremendous database of experience, assessment tools, review aids and questionnaires that are collectively used to guide our investigations. As one of eight trainers endorsed by ASTM to conduct their site assessment courses nationwide, CEO Nicholas Albergo, P.E., ensures that HSA is equipped with the latest assessment tools.

Contamination assessments are designed to identify and/or confirm contaminant source area(s), chemical(s) present, lateral and vertical extent of the release(s) and the potential for ongoing releases. We also anticipate contaminant migration patterns, assessing neighboring facilities or operations with the potential to impact soil and/or groundwater quality in and around the area of interest. Decisions regarding the necessity for site remediation, and the design of systems to restore soil and groundwater quality, is founded on the integration of data generated from these assessments. It is equally important that the assessment screen from additional consideration areas that do not appear to pose a threat to human health and the environment so that follow-up remedial investigation (assuming it is necessary) can be appropriately focused.
When considering alternatives to active site rehabilitation, such as natural attenuation, the importance of risk assessment cannot be overlooked. Within the framework for traditional assessment, three additional elements must be in place to ensure—at some level—the proper use of risk assessment as a tool for prioritization or for understanding the origin of the risks. First, assessment activities must be conducted to include information valuable for risk assessment. Next, intellectual resources and experience must be at hand to develop fate and transport models and to understand complex toxicological relationships used in risk assessment. Finally, a risk management strategy must be developed to facilitate the usefulness of the risk assessment. HSA is uniquely qualified in this regard.
